CARMA is a California public agency dedicated to innovative approaches in providing coverage to cities, towns and special districts for catastrophic losses.

CARMA — an excess liability pool consisting of six member Joint Powers Authorities (JPAs) with over 160 underlying members — offers coverage up to $34,500,000 per occurrence, protecting its members from the financial impact of serious third-party claims and suits.

For over 30 years, CARMA has given its member JPAs a stable, cost-effective alternative to the commercial insurance marketplace. Throughout both strong and distressed economic conditions, and throughout both hard and soft insurance markets, CARMA has prospered by strategically combining optimal levels of pooled, self-funded risk with outside insurance and reinsurance.

Most of CARMA’s members have participated in the pool since its inception in 1993. During that period of time, its Board and staff have continually fine-tuned the organization, striving always to maintain its focus on responsive member service while aggressively managing claim and program administration costs.

Accreditation

California Affiliated Risk Management Authority (CARMA) has met all of the high professional standards established by the California Association of Joint Powers Authorities (CAJPA) in the areas of governance, finance, litigation management, and safety and loss control. CARMA is proud to be Accredited with Excellence by CAJPA.
